Tender notice for DfES Out & About Package – Manifesto for Learning Outside the Classroom (Ref: 2007/LOtC Out & About Package)

 

The Department for Education and Skills is seeking tenders for a Managing Agent to deliver an Out & About Package for schools in the 2007-08 financial year.*

The Learning Outside the Classroom Manifesto was launched in November 2006. It brings together a coalition of more than 500 organisations including government and the private and voluntary sectors with the aim of providing every young person with a wide range of high quality learning experiences outside the classroom.  Visit www.teachernet.gov.uk/learningoutsidetheclassroom for more information about the Manifesto and its aims.

  • In developing the Manifesto, wide ranging consultation took place with organisations and individuals involved in delivering learning outside the classroom. A public consultation was also held between November 2005 and February 2006 on the draft vision and aims for the Manifesto. Key barriers to high-quality learning outside the classroom opportunities for children and young people were identified in the consultation and stakeholder discussions.  To address these concerns, one of DfES’ pledges to the Manifesto is to fund the delivery of an ‘Out and About’ package of training, support and guidance.
  •  The tender is in two LOTs.

LOT 1: Working through the Manifesto partnership, the successful bidder will act in a managing and coordinating role to:

    • Map existing advice, guidance and training opportunities
    • Develop a continuing professional development framework.
    • Develop new ‘How to’ guidance for schools, including revised Health and Safety for Pupils on Educational Visits (HASPEV) guidance.
    • Map existing resources and, where needed, develop new resources
    • Work closely with and report to the DfES, National Advisory Group and Manifesto Champions

 

LOT 2: To bring together existing ‘safety’ and ‘quality’ badges/accreditation procedures to form one easily recognised and understood system for schools and other users.

Bidders are invited to respond to either or both LOTS.  A separate tender is required for each LOT the bidder responds to.  A bidder may be awarded contracts for one or both LOTS.

Tenders are welcome from organisations that can provide the necessary expertise and capacity to deliver the requirements in England. Bidders should provide proposals for the 2007-08 financial year. Depending on future budget decisions, the contract may be extended for a further year, so outline proposals should be provided for 2008-09.

*Where the tender has been advertised on public sector tender websites (http://www.contraxonline.com/ and http://www.supply2.gov.uk/), the approximate contract value is identified as being within the range £500K - £1m. This relates to the 2007-08 financial year.
